When a system is developed according to ISO/IEC/IEEE 15288 or other similar standards, it is often mentioned that Acquisition of a system, subsystem or component is an alternative to in-house development. The scope of an Acquisition may be anything from standard off-the-shelf components to complete systems, developed to meet the customer’s specifications. In case of large Procurement agencies, for example Defence Material Procurement organisations, the scope of Acquisitions is often the latter.
However, the actual Acquisition process is typically very briefly described and its integration into the general technical processes is not always clear in standards.
This webinar elaborates on the need to manage data related to Acquisition as an integrated part of development of complex systems. Relevant tasks include preparation of a Request for Quotation package, Evaluation of competing bids, Negotiation with short-listed bidders, contract award, reviews during the development phase, System Verification and Validation. All of this should be performed in accordance with the overall Systems Engineering processes, but also in compliance with applicable procurement legislation.
